What's the best strategy to select keywords for a new site? Should I start with very competitve terms or less popular phrases?

IMO you should first of all do some serious keyword research then once you have a great long list of keyword which can be sorted in various ways, start looking at the #1 ranking sites for those terms as those are the ones you will have to beat.
Personally I use wordtracker.com to research keywords, but there are other places which can give you an idea of how users are searching.

Once you have a list of keywords then the next chore is to see if you think the effort and cost necessary to place your page on the top half of the page is worth it to you.
In many cases there will be terms like new fords which will be very hard to justify the effort but there will be a large number of terms like new fords city which will be much easier to target.
In cases like this target the new ford terms but make sure you have enough pages that will also rank for the term with cities or states added. As your site becomes older the more valuable terms will start ranking higher and higher, but only you can determine what level of effort its worth for you to target these terms.
